I have confirmed that the Windows Engine installer is working
Confirmed that the installation window is usually not displayed. You can turn it off
It is set to manual mode and I was able to start the service too

Windows Installer is running, but something is preventing the template called “Configuration” from starting
If the file is named INSTALL.exe, it will be executed. But no file named SETUP.exe will be executed.
I have a bold suggestion to run msconfig disabling many non-Microsoft startup items and services.
I could have noticed that when I try to run SETUP.exe in safe mode, the installed application at least starts up, but then fails:
Error 1719 Unable to access the Windows Installer service. Please contact support to make sure it is correctly registered as enabled. ”
I think it is in safe mode. The Services.msc Windows START Installer fixes an error indicating that Windows Installer simply cannot run in Safe Mode.Approved: Fortect

So, never sold, prevents crashes of programs called “setup.exe”, seems to be disabled in safe mode
It looks more like a malicious system than a faulty component.
PS I tried to try installing from commandnd lines via msiexec to see if I can get a nice verbose log to help

Perform disk cleanup on your system by going to the Start menu via Run and typing cleanmgr.exe. Select “C: Drive” to clean up and check the “Delete temporary files” checkbox. Restart your computer and try running the installer again.
Delete the downloaded file.Clear the temporary files cache in the main browser.Download and save the .exe file for installation…Once downloaded, double-click the file to begin installation.
Right-click the setup.exe file and select “Go as administrator”. Sometimes SFC can be the cause of missing or damaged system files. Start> In the internet search box, click cmd> Type SFC / scannow. And sometimes other software, especially warning-type programs, can interfere with your installation.
