First, make sure lotro is considered completely closed after a crash, check your task manager and make sure the lotroclient.exe file in turbinelauncher turbineinvoker .exe is closed
Then open your whole lotro isntall folder and delete files from the following 4 folders
patches, bindat, top and rawRestart Lotro and the following will download some files including these special screensavers.

How to fix The Lord of the Rings update?
The top secret that worked for me was this: go to the LotRO directory (C: Program Files Turbine Lord of the Rings online) and if you need to define the .EXE file, “This program will run as administrator” “. This fixed the problem and I haven’t had a useful update error since then. Hope it works for you too.

Whenever I try to start the game, I think “PatchClientDLL update failed: CheckDatFilesFailed [data downloaded from a specific server cannot be decrypted and deserialized”.
it is probably worth posting this on their official forums. I don’t think the turbine is hiding a lot of steam.
Go to your lotro file, find client_surface_aux_1.datx or what you think it is and delete it. Then launch the additional launcher and let it fix again. if i have the same problem as at me.
Go straight to Lotro folder, look for declare client_surface_aux_1.datx file or anything suspicious and delete it. If this is the same problem, many of us had it anyway.
I had this problem too. Here are the steps to fix it. Find the LOTRO icon on your desktop or right-click. Find the icon that will open the file location for you and click the app. In the file, locate and delete all folders ending with the DATX file extension. Launch the Steam client or LOTRO download link and install the folder. Then restart the game to fix the new error. Hope this helps everyone.
I know this is a 2 year old problem, although now I am getting the same thing and deleting all files that all should be deleted, but the corresponding launcher has just loaded all the files in the game and I get an obstacle again. Does anyone else know what to do.
