To decrypt folders, follow these basic steps: Right-click a folder or even a file, and then select Properties. Click on this General tab and then click on Advanced. Clear the Encrypt content to protect documents check box.

When you decrypt a folder like this, the folder, subfolders and files appear decrypted.

Replace full path to view with folder of the above commands with the full path to the actual folder The one you really want to decrypt.
How do I change a file from encrypted to normal?
Open Adobe Acrobat on your computer.Open the PDF in question and enter your account information when prompted.In the main bar of the Acrobat window, click More. Select “Security” and then click “Remove Security”.Click “OK” to confirm the action and remove the encryption.

Decrypt File Using Command Line

Replace full path to file from with to extension inside the above command with the actual path of the target file you want to positively decrypt.
