Over the past week, some readers have encountered a known error code with Exchange 2003 event ID 9519. This issue occurs for a number of reasons. We will talk about this below.

Symptoms
In an environment with Exchange Server 2016, Exchange Server 2013, Exchange Server 2010 through Exchange Server 2007, the following symptoms occur, including:

The following issues occur when trying to mount a large mailbox or public folder database:

You will receive a very nice error message similar to the following:

Exchange cannot expand the database you specified. Database: specified d1cdba46-6f79-46f2-ba14-3ae2fa8aad43; Error code: MapiExceptionCallFailed: The database could not be connected. (Std = 0x80004005, ec = -2147467259). -

If you try to log on to a Windows computer, the response will stop (hang) at the stage of applying computer settings, which is usually associated with the logon process.
Reason
This issue can occur regardless of whether the Servers Exchange Domain Name group currently has the Manage PC Security Audit and Logging user rights.
Current Resolution 1: AD Setup / Prep
Run the Setup / PrepareAD
command from the Exchange Server CD to prepare your Active Directory company for Exchange Server 2010 or Exchange Server 2007. This command restores the Exchange Server configuration to Active Directory. For more information about preparing Active Directory, see “How to Prepare Active Directory and Additional Domains” in Exchange Server Help. - Click the Content tab, add the volume to your deployment, expand New Installation, expand Prepare for Exchange 2010 Deployment, and then click How to Prepare Active Directory and Domains.

- Click the Exactly tab, expand Deployment, expand Reinstall, describe Prepare for Exchange 2007 Deployment, and then click How to prepare Active Directory combined with domains.
Solution 2: Add The Exchange Server Group To The Security Reports Management And Monitoring Policy
To add an Exchange Server group and monitor and control the policy coverage of the security logs, do the following:
- Sign in to the website controller using an account with administrator rights.
- Click Start, select Administrative Tools, and then click Domain Security Controller Policy.
- In the Microsoft Management Console (MMC) Default Domain Controller Security Settings snap-in, expand Local Policies and click”Assignment of user rights”.
- In the exact box, double-click Audit and Reliability Log Management.
- In the Manage Monitoring and Security Properties dialog box, click Add User and Group.
- Under User and Group Names, enter Servers,
swap, and click OK twice. - Exit the Default Domain Controller Security Settings MMC snap-in and wait until this security setting is reached to propagate the domain controller type to the domain.
- Restart the entire information store service. Article
