Solution
This issue occurs when, for whatever reason, the tiered communication between the XenApp server and the license server is broken. Citrix is requesting a health check on the network connectivity of the affected XenApp servers and license servers. In some cases, examining the calendar files and computer hardware diagnostic tools reveals a large number of errors, such as CRC errors. The problem can be solved by replacing the network cables, moving faulty switches or moving servers to other switch ports.
Released updates make XenApp more resilient to network issues and latency.
Citrix Licenses – Last Boot
When the latest updates are applied, usually a communication problem occurs, the XenApp server drops connections to the license server. This will return the persistent connection between the XenApp server and the license server to a restored state, unless there are other network problems. It is important to note that when the connection is reset, all permissions received by the affected XenApp server are archived and reactivated as soon as the reset is complete.
The following system event log messages may appear:
In XenApp for Windows 2008:

The recommended step for solving the problem is nowtime to change the owner of the license server in the console if the affected server is accidentally lost. Server, and then switch back to the Citrix authoritative license server. If the discovered servers inherit their license server information from the farm settings, clear the Use farm and license server ownership settings option for each server.
Cause Of The Problem
These properties are observed when intermittent Internet problems occur, or (with a 10 second delay per message) when sending messages between the XenApp server and the license server. If the message sent from the XenApp server to the license server expires, subsequent communication with the license server does not work correctly because the exact persistent connection between XenApp and the license server becomes unstable. Due to unstable connections, these subsequent personal connections to the XenApp server may fail with the errors listed above.
Important! This problem only occurs when the license server is available online and partially over the network the affected XenApp machine. If the license server is completely disabled, this is normal because the actual XenApp server will continue to accept wired user connections until the default grace period expires or until a server license becomes available, whichever comes first.
A common source of this crisis is temporary network connectivity problems due to physical connectivity issues such as damaged and / or faulty network equipment (patch cords, patch and / or possibly panels, switch ports).
