The replication server was unable to establish memory due to a fatal error. Most likely, there is not much available memory. The replication server is shutting down successfully.
I tried to increase memory_limit from 4G to 10G, I also set sqt_max_cache_size and dsi_sqt_max_cache_size but mostly unsuccessfully

Solution. I checked the paging file and task manager features when you want to make sure the server is low on memory. I decided to restart the internet to see if that should fix the memory issue, and in my case it fixed the underlying problem. This domain operator was equipped with virtualized VMWare, so I allocated it a small amount of memory (256MB) in VMWare.
