Did you connect a device or make changes to Device Manager just before you noticed this code 39? If so, the change you made most likely fixed the error.
Revert the change, restart your computer and your family, then check again for the problem.

Reinstall device drivers. A more likely solution to this problem is to uninstall and then reinstall the drivers for the accessory that is experiencing the error.
If the USB model causes a code 39 error, remove each device from the Universal Bus Serial Controllers hardware category in Device Manager as part of the driver reinstallation. These include memoryUSB devices, USB host controllers, and USB root hubs.
Properly reinstalling the driver, as described in the related instructions, is not the same as simply replacing the driver. A full driver reinstall involves completely removing the currently installed driver, but allows Windows to reinstall it from scratch in the future.
Update device drivers. Perhaps the issue can be resolved by installing the latest manufacturer’s drivers for the device. If this works, the saved drivers you reinstalled in step 4 are probably corrupted.
