Machine Debug Manager (mdm.exe) is provided as an add-on to Internet Explorer for certain versions and / or Office.

Disable Internet Explorer script debugging as described here:

Machine Manager, debug Mdm.exe, is an installed program that comes with the Microsoft Script Editor to help you debug your program.
