To determine if you are using an account with official privileges, use one of the following basic methods, depending on the operating system you are using.

Open the Date Within Time dialog box.

Click Start.

In the field “Start search” or “Search forOnline programs and files “type the following and press Enter:
timedate.cpl
The “Date and Time” dialog box appears.

Click Change Date and Time. When the User Account Control dialog box appears, click Next.

Do one of the following, depending on what happens when you click Next:

If your computer does not ask for a password, you are already logged in with an administrator account. Click Two Hours Left to close the main Date and Time dialog box. They are helpful in troubleshooting Windows Installer problems.

If your computer asks for a password, you are by no means logged in with an administrator account.

- 1. Download Fortect and install it on your computer
- 2. Launch the program and click "Scan"
- 3. Click "Repair" to fix any issues that are found
Open the Date & Time chat window.

Click Start and then Run.

Enter the following command in the Run dialog box and click OK:
timedate.cpl

Depending on the result, do one of the following:

If the Date and Time Properties dialog box appears, you are already logged in as an administrator. Click Cancel to close the dialog box.

If you find the following message, then you have not been consumed by administrator rights:

Click Start and type cmd. In the search box or click Run, then sort the cmd dialog box (Windows XP or maybe Windows Server 2003) and then press Enter to open command prompt window.

At the command line, type MSIExec and press Enter.

If the MSI engine is running, you should definitely not receive any error messages. If you accept the error, enter the error message into a search engine such as Bing Google, or search for resources to help you resolve the issue.

Try installing or uninstalling again.
Method 2: Make sure the Windows Installer service is not disabled

Click Start , enter services .msc in the search boxes, or click then type services.msc in the dialog box (Windows XP or Windows Server 2003), then press Enter to open Services.

Right click on the Windo installerws and select Properties.

If the Startup Type is set to Edit Inept, it will be set to Manual.

Click OK to close the properties window.

Right-click the appropriate Windows Installer service, then click Start. The service should start without error.

Try to help you install or uninstall.
Method 3. Check your version of Windows Installer and update to the latest version if necessary. Important! This method only applies to Windows XP, Windows Vista, Windows Server 2003, Windows Server 2003 R2, and Windows Server 2008.

Click Start , user-friendly cmd. Click Run in the search or display field and type services.msc in each dialog box (Windows XP or Windows Server and 2003). Then press Enter to open another command prompt window.

At the command line, type MSIExec and press Enter. If the MSI engine is behindis up, you shouldn’t receive any error messages, and a separate chat window should open. The full version of the MSI is displayed here.

If your installer version is not 4.5 and you have installed Windows Installer 4.5.

You can also try installing it to uninstall it again.
Method 4. Re-registration of the contractor’s module Attention! This method only applies to Windows XP and Windows Server 2000.

Click Start, Run, type cmd and click Command Prompt.

In a new query, enter the following and press Enter after each line:
MSIExec / unregi
