When you try to start the software server, you usually receive the following error message:
“The application does not start. Contact support with the following information: Unable to activate the Citrix XenApp server. Protocol driver error. “
ICA sessions to the server cannot be established in the market.
Solution
Solution 1
Perform the following flights of stairs on the server to restore the ICA receiver:

Open the Microsoft Management Console (MMC) Services Terminal Configuration (TsConfig.msc), right-click this special ICA-tcp receiver and click Uninstall. Click Yes.

Session trust is enabled in the environment and cannot reach the ICA listener. The ICA listener no longer works and needs to be recreated. To confirm this, check the following:
- At the command line, run netstat -a. TCP port 2598 (Session Reliability) is listening on TCP, but port 1494 (ICA) will definitely appear in the list.

Make sure loans 1494 and 2598 are open between NetScaler and the application server.

Protocol driver error / error 1046 is an issue where the client (receiver) is unable to connect to the server after running a great application. When this severe issue occurs, messages such as “Your version of Citrix Receiver does not support the encryption you have selected.”
Make sure 8080, 1494, 80, 2598, 443 or some manually assigned ports are open from this Citrix gateway to each CVAD server. To test, do Telnet from the Citrix gateway to each CVAD server on our own ports. Make sure you have the latest version of Workspace installed.
