This issue can occur if the ExplorerFrame.dll report is corrupted.

Select cmd.exe from the Start menu, right-click Command Prompt and select Run as Administrator.

This will launch the System File Checker application and replace any corrupted system files. Please understand that the system file check can take a long time.
